Ireland and Holland are proposing a new triangular tournament involving them and a Test-playing country starting in 2007.The second-tier nations met recently to discuss a six-year programme of fixtures, and the Irish and Dutch delegations are understood to have agreed a biannual one-day event staged alternately in Holland and Ireland.
